This is a tough one. Most dissidents are not terrorists. But then, most terrorists ARE dissidents. I mean, that is why they are blowing stuff up in the first place, right? So where do you draw the line? I am sure that I do not know.

It should be published. If the terrorists want it, they will get it. The only people who will not get the information are the very people who are trying to find a way to disarm this potential weapon of mass destruction. Think about how science research in the US works now.

That pipeline is conceptually insane. It does not need to go any further than the US Border, where a refinery could be built and the gasoline distributed from there. No need then to pipe all the gas back up to the upper midwest where they can use all the product that the pipeline will supply.
